From your description, you mounted your nuts then covered
the nuts with foam, shaped (leaving the foam) and covered with 2
bid. If this is correct then you might try drilling through the rib
into the foam (but not into the cover) with a 1/2" bit. Go through
the hole with a wire (now the nasty part) and scrape out as much
foam as possible. Remove your bolts for the bell crank and cover
them with grease and reinstall. Then mix some epoxy and pour
into the 1/2" hole and roll around (if the wing is removed) or spread
with a small rag on the tip of a wire. You may have to do this
several times. Then patch the 1/2" hole with micro followed by
2 bid.
I would try this before cutting into the wing surface.
Just sounds like cutting a hole in the wing skin would be no fun.
