I'm not aware of any FAR requiring an alternate static port. The DAR who signed off my airplane didn't say anything about it. If both my static ports become plugged, my alternate static port is to reach up behind the instrument panel and pull off the static line connected to the backup altimeter, which I can reach easily. I have 1/8" silicone pitot and static lines, which will make that pretty easy. If you have 1/4" poly lines, you might need to carry a knife in your glove box.
Of course, opening the static system in that way requires additional maintenance checks, but I can deal with that when I'm safely on the ground.
