I have mounted my strobe power supply on the underside of the pilot seat. My
seat pan is elevated about 3/4 inch from the backside to allow for  plumbing
going fore and aft along the center console.  I did not want too much
plumbing in the center console so it could be properly serviced if needed.
the wing wires come into the aircraft under the spar and are connected
directly to the power supply.  If it is ever necessary to remove a wing I
would only have to cut about 8 tie wraps to do so.  The choice is yours and
it is not a major decision either way. As far as shielding goes; you could
wrap the connection with aluminum foil and then wrap it with electrical
tape. Overlap the foil wrap along the wire at least 4 diameters of the wire.
That should do the trick.
