Check out the gasket under the governor. It could be reversed, as in a
mirror image. There is no bleeding proceedure per se as the system will
self bleed as soon as there is oil pressure. Also, and more likely, the
governor may need to have the arm reset on it's spline as it is out of the
adjustable range. Contact the rep at the overhaul shop for guidance on that
proceedure. Don't try it without help!
