The performance that I have seen seems to indicate the CG is = for the 0=BA setting.=20 The reflex setting wants a CG further forward than the 0=BA setting. If = the CG is too far back from the center of lift, you end up with zero or = negative pitch stability and will be porpoiseing down the airways unless = you are always on the elevator. The longer engine mount will help keep = the CG forward. But when you setup for landing flaps, you may have too = much forward CG and that's where the larger horizontal tail comes in.
