I always powder my tire inside and the tube with 100% talc powder available
at Rite Aid (with added smells, unfortunately). Read the contents as you
don't want corn starch powder. Before assembling the wheel halves put
enough air into the tube to keep its shape and then slip the halves together
and listen for metal to metal contact. By the way, pour out all the excess
powder before assy. and keep if away from the bearings.
