Before you buy a new controller, I would remove the cover from the pressure head, turn the rate on the controller to max, and change the altitude.  If the motor is turning the gears (it will be going very slow) then the controller is probably working and the problem is the pressure head.  Note that there may be a time delay before it starts moving.  

All the controller does is turn a motor on the pressure head that moves a bellows pressure valve in and out, and the controller senses the position of the bellows through a 3 wire potentiometer that is geared to the motor.  The controller has no idea whether the pressure head is actually doing anything.  It only knows that the motor controlling the bellows is moving when it commands it to move.
