I think the "fix" was supposed to be for the mains. The ? maintenance bulletin was for aluminum main forks that tend to flex and can cause tire scaring. If you have steel forks you shouldn't need to do it, but if you need the clearance you can countersink the holes and put countersink screws in (can get from Lancair) with the washer and nut obviously on top.
