My experience with flutter with = an elevator was a "buzz" that came and went with the position of the = flaps and Not associated with Vne, but when leveling to maximize cruise, = at cruise at 180 to 185 Kts Indicated. (see prior post).. Had I had ANR = Headsets then, the flutter would have gone unnoticed.
