The flap handle was at about a 15 degree angle in the up position when the pressure was dumping.

Was that just below the detent?
I think I discovered one day that you can make the flaps go up instead of down by holding the handle in just the right position.
I never did anything about it, figuring it was just a quirk of the valve.  But I'm curious if anyone knows exactly what is going on.
I don't think I would have designed the valve that way.
