The way it was explained to me is that the SD applies to employees of busin= esses that operate on the airport (with air carrier service), and that ever= yone else has to be escorted. Rather than wrestling with the unworkable ta= sk of having to escort every GA pilot and passenger to and from there hanga= rs the airport management chose to badge all airport tenants. As it says in your second bullet point "all airport personnel with unescort= ed access....." Not sure how this is supposed to work when I fly to another airport. I thi= nk they just shoot you.
