The
below information is provided for your information in response to your e-mail of
March 20, 2009. Information was received by Bridget Petruczok in our DC office
from TSA. TSA also mentioned that The American Association of Airport
Executives (AAAE) has been actively involved in the implementation of the
directive.

- In an effort to continually
enhance airport credentialing, TSA, airport operators and airport associations
worked together to develop enhanced airport ID protocols that are intended to
improve the integrity of the airport credentialing process, collect better
data to aid the adjudication process and will require a broader population of
airport employees to undergo a security threat assessment (STA).
- This new security directive
(SD-1542-04-8F) will standardize the process for all airport personnel with
unescorted access by having all employees undergo an STA.
- Under this directive, the STA
will be conducted in conjunction with the normal badging process when
employees receive their airport badges. Airports will amend their Airport
Security Program (ASP) to now require additional identity verification
documents from applicants who apply for a SIDA badge.
- TSA, who conducts the STA
process, will now require airports to verify, examine and retain all
documentation related to airport workers (previously, this responsibility was
with the employer), and will only begin the review once all the information is
received.
- Additionally, airports will not
be able to escort potential workers into sterile or SIDA areas if that
individual has failed a STA. Airports will now also renew airport badges every
two years (currently they are renewed on their expiration).
- Passengers will not notice a
change when they travel through airports.
- SD-1542-04-8F only applies to
federalized (commercial) airports.
