In order to register an automobile, it needs to either come from a manufacturer that certifies that it meets the roadworthiness standards, or has to be inspected by the DMV to make sure that it meets the same. If yours was not certified, then it must not have been registered. In that case, you should be trembling in fear, you criminal, because it is a crime to drive a non-registered automobile :)
Just because the general public does not get involved in the automobile certification does not mean that it is not there and is much less onerous.
