I think this is a ground effect / piloting problem.

I have the old style gray Matco brake cylinders. Directly after touching
down they lock up
very easily, but when making a maximum brake landing you have to step pretty
hard
at the pedals in the end of rollout. The trick I use is to start retracting
the flaps
directly after touchdown. I have the flap switch on the throttle handle.
When the
flaps are completely retracted I start to brake, gently in the beginning,
and progressivly
harder. I usually turn off at the first taxiway, using 1300 ft of runway.

90 hours of this has given little brake pad wear, but the tires now need
replacing.
