I'm assuming the pitot is still straight and undamaged. Is there a possibillity that something is interfereing with the airflow around the static port? The fluctuations in reading may be the result of turbulent airflow. If this is impinging upon the static port, then the reading would be low.

 

Otherwise, consider an intermittent leak of the static to the cabin.
