Loctite cures anaerobically when in contact with metal.  Loctite applied to the exposed threads of a screw will just sit there and never cure properly.  Loctite does make a self wicking variety, but I don't recall the application or the product number.  For all others, the parts must be disassembled to coat the threads properly.  There is no easy way around this.  The screws should also be peened.  If they are large enough, safety wire or castle nuts with cotter pins will work.  For small screws, peening is the only practical option.  Remember, loose parts in the induction system bring down airplanes.
