I'm confident that if you could tie down a child seat with those and used the shoulder harness anchor points on the baggage bulkhead the child would be very secure. Without the floor anchor points negative Gs could be a serious event. Of course the seat could be centered over the elevator tunnel with some flanges attached to the child seat!
