Usually the insurance companies establish higher requirements than the FAA.  They have a monetary stake in "safety" as measured by the number of claims paid versus the amount of premiums paid for a certain category/class/model of aircraft.  The consequences are very high premiums (liability) and outrageous premiums or no coverage for the hull (except when parked inside a steel hangar not in tornado or hurricane locales).
