I would say that the first thing that needs to be checked
when a "cooling problem" appears to be present is the instrumentation. It is
necessary to check the calibration of the probe-indicator system to be sure
there really is a problem. Put a probe into a pan of water and heat it with a
torch and see if the indicator shows near 212F (sea-level) when the water
boils. If that is done and it is OK, then the IAS indications above and
below the cylinders should be converted to inches of water and compared to the
engine spec for the required pressure drop. If that's OK, then maybe there
is a mixture problem.
