1)    Is there a rib at BL45 or what?  The instructions and blueprints are
kind of vague here.

2)    I dialed my ohmmeter down to the most sensitive setting and noticed
the resistance of an elevator skin can range from ~20 to ~100 ohms.  Is
there a maximum resistance from a grounding point to the static wick mount
in order for the wicks to be effective?  And seeing as one of the references
for static wicks describes them as a "high-resistance path" for static
discharge, is there a minimum resistance?
