1. Yes.
 
2. Please note that the LSE web site indicates that LSE deals with Turbo's engines differently.  I believe other comments that claim turbo'd engines (turbo normalized) spend a great deal of time in a narrow power band over a broad altitude range negates some of the advantages of LSE, such as variable timing.  However, the other benefits remain.
