    Here is the key to Carl's issue with the FAA.  The MIDO defined "major portion" as time not task and said to Carl and I that the 8000-38 form is simplistic and they were not going to use task.  That, Mike goes against everything I understood about experimental building.  I was told that it can only be done on task not time per the regs and advisory circulars.

    The FAA is changing the rules of the game day to day and that is a big deal.
