Getting anything to ALL happen is pretty tough, but it's quit possible to get the vast majority of the fuel vaporized and the way we can tell that is by having a very small DIF number on the cylinders. The best I've been able to accomplish is on a radial engine. I've come close on a TCM O-520, but not quite. I think the real issue is to get the fuel in as small as possible droplets and as vaporized as possible as early in the induction system as possible. That evens out the F:A distribution to all of the cylinders better than anything we've tried.
