Walter,
    I'm having a hard time imagining what that issue might be.  Short of 
missing cooling fins, totally malformed inlets and outlets, accidentally low 
head volume, very strange heat transfer in the metallurgy, what could it be?
    The only thing I could come up with is that the cylinder is either not 
round or not true.
