This is the response I got from Randy Hansen at EAA who is in Government
Programs. As you can see, it is in response to another member's question on

As long as your pilot certificate says "single-engine land" or "SEL" you are
fully qualified to fly passengers in your RV-4 or RV-7 without any action on
your part. This requirement would only apply if your pilot certificate
limited you to rotorcraft and you are flying an experimental SEL
amateur-built RV-6, etc.
In your specific case, you hold a Commercial Airplane SEL certificate - you
can fly passengers in any experimental amateur-built single-engine land
airplane (RV-4/6/7/etc.) without doing a thing other than the normally
required aircraft checkouts and currency requirements. You would need a
specific experimental category, class, make, and model endorsement to fly an
experimental amateur-built turboprop or turbojet aircraft - that requirement
is covered in another FAA Order.
If you elected to put your RV-4 on floats, and fly passengers, then you
would need a specific experimental RV-4 seaplane category, class, make, and
model endorsement per the new FAA Notice because you do not hold a seaplane
category and class rating.
You also hold an ATP Airplane MEL - which would qualify you to fly a
experimental amateur-built MEL airplane like the Air Cam without doing
anything.
