No it shouldn't work that way. It's been a long time since I've read the
schematic of the flap circuits, but the way I remember it, is that one set
of those multiple relay points throws a short across the flap motor,
stopping it, when it is not powered up or down. One of more electrical types
may be able to shed more light on this circuit.
