Marv, my guess is that you're testing the flap motor without the full
wiring to the switch hooked up. When wired as per the manual, the
neutral or off position of the flap actuator switch produces a short to
the motor which acts as an electrical brake. When testing mine I noticed
the same coast as you did, but when I wired up the switch per the
manual, there was none. Let me know if this helps.
