 The beginning of this thread had to do with a complaint about not getting to
do what the writer thought he ought to be able to do.
 
 You cannot be above Flight level 180 (in Controlled Airspace) unless you are
on an IFR flight plan.  Controlled airspace is Class A airspace.
 
 There are also pilot qualifications as stated re: endorsements not to mention
the equipment required.
 
 SpaceShip One had all of that and more listed in their limitations and
program letter at application..  You betcha.
