Just because the restrictions for flight testing say "VFR", that doesn't mean that you can't be flying on an IFR flight plan, even in class A airspace. It means that you must stay in
VFR weather conditions. You can be in VFR conditions even in class A airspace. We had this restriction on every first flight when I was in flight test for a major manufacture'. I
remember this same discussion going on way before this list was going. Guess there are new folks at the FISDO's that don't research the past very well. Maybe some DAR's are
interpreting the "VFR", as non class A airspace. I know there are a couple of DAR's on this list. Charlie Kohler, are you required to say "class A" airspace in the restrictions?
