It means that you must stay in=20 VFR weather conditions. You can be in VFR conditions even in class A airsp= ace. We had this restriction on every first flight when I was in flight te= st for a major manufacture'. I=20 remember this same discussion going on way before this list was going. Gue= ss there are new folks at the FISDO's that don't research the past very wel= l. Maybe some DAR's are=20 interpreting the "VFR", as non class A airspace. I know there are a coup= le of DAR's on this list.
