Another approach with the rudder counterweight was implemented by Bob Wolstenholme on his award-winning "Mistress" LIVP, on which he eliminated the vertical extension at the top of the vertical stabilizer and added that section to the front of his rudder counterweight, thereby moving the c/w lever arm forward by an additional 2-3".  It looks nice and probably cut another 15-20% of the weight required to balance the rudder.  FWIW.
