These hydraulic actuator leaks can be uni-directional.  I had one that
leaked from the low side but not the high side.  The probability of leaking
from the high side is probably greater because of the higher pressure.  If
you get the cycling effect when you are on jacks, just cap off one actuator
at a time until the burping stops.  Then, you have found the problem.
