Jim Weir of RST Engineering says in the
RST-802 Antenna Reference Text on page #13, the groung plane should be a piece
of metal (thickness not important) cut so one of the principal dimensions is 5
1/2" with a 3/8" hole in the center to mount the antenna rod and
connector. A circle that size is great as it is symmetric around
the center antenna rod.
The antenna should be mounted so the rod is
verticle to the earth's surface. The tip of the rod should point
down. Small holes may be drilled to attach the ground plane/antenna to the
aircraft structure.
I suggest you buy the RST-802 text from RST.

I found the pamphlet absolutely vital when building
my IV-P.
