I don't believe this to be the case in the Legacy's Parker H pump
after talking to one of their engineers.

The valve to drain the low to center for May's legacy
was removed because it leaked.

I never experienced a lock until I removed the accumulator
a few weeks ago, and now I've had the system lock once up
and once down...  (maybe the accumulator softened
the cutoff so there was no hyd "hammer" yielding a larger
high to low delta?)
