If you mass balance  your rudder; it will weigh a lot.  I opted to increase the rudder height to match the vertical stab resulting from installing the Mk II tail. Added all the lead in the counterweight area as opposed to the rudder leading edge (terrible moment arm there). Much better solution with longer moment arm.  It still weighed a lot but I did not weigh it. It didn't matter.  You need to balance it anyway and what are you going to do about it if it weighs 100 lbs? It must be balanced.
