They did an impartial evaluation on Derek Hine's IV-P some years back. I had a conversation with Rutan some years back where we discussed a race between my IV and the Boomerang. He said that he would only race if the race parameters favored his design. In that spirit, I think a fair performance test would be to see which plane (Legacy or IV) could get three people and their baggage from San Francisco to Denver fastest and on the least amount of fuel ;-) .
