Can anyone explain to me why we want turbulent flow over a laminar flow design wing?

Bill,

Some of us, while not interested in lowering the stall speed, would be very interested in giving more low speed authority to the rudder.  Has anyone tested the usefulness of vgs on the vertical stab?
