3M sells "Polyurethane Protective Tape Adhesion Promoter 86" by the quart
can.  Used as directed it will make your tape stick!  The directions suggest
using 3M #8984 Grease and Wax Remover followed by 320 grit sandpaper or
#3774 Scotchbrite.  Clean the surface with 50-50 isopropyl alcohol and
water.  Wipe on #86 Promoter with cheesecloth and allow to dry fifteem
minutes.  Apply tape.  The surface will be somewhat tacky/sticky and the
tape will only come off when pulled at a 180 degree angle to the surface or
your paint will come with it!  A heat gun helps with removal and is
mandatory to prevent paint damage when lifting tape.  Be sure to mask off
the area you intend to tape to prevent damage to the surrounding surface.
