Considering the effect of higher GW on stall speeds and various
scenarios, stall is certainly the overriding factor.

Depends on how you look at that.  At the stall, the wings are safe.  At higher speeds than Va and thru vertical shears that can reach 50 feet per second, the wings can reach the ground widely separated from the fuselage - much like many Malibus.
