Pick up a stainless steel screen door spring at the local hardware store...
stretch it out to open some space between the coils (3/16 - 1/4" or so) and
wrap the exhaust pipe under the heat muff with it.  It should provide the
additional surface area you're looking for.  It will also be less restrictive
than the expanded scrub pads, and probably much cheaper than kiln elements.
 Just a thought.
