Unlike the other control surfaces, the rudder has a certain amount of
aerodynamic balance ahead of the hinge line. I'm not at all sure that the
requirement for 100% mass balance is the same. I too put as much weight as
far forward of the hinge line as possible. Still, my rudder is NOT 100% mass
balanced. Works good so far (comming up on 500 hours).
