Hmmmm....   Was the fuel pressure sensor tap taken off output side of engine pump using the branch of a tee?  If so, was a flow reducer used in the tee path to the pressure sensor?  If so, was the tee installed wrong so that the flow reducer is now in the line to the throttle body?  If you didn't have a flow reducer to the pressure sensor, you should for safety.

Was the cam-actuated engine mounted fuel pump installation such that the cam actually operates the pump?

What was the pressure of the boost pump alone?  You mean it was only showing 13-14 psi instead of the 26-28 psi?
