So, does balanced mean: balanced when the aileron is flush with the wing tip trailing edge, or when the aileron is level?

I asked this of Lancair.  They said, "uh, uh, hmmm, we'll get back to ya".  I got the impression it's pretty close to negligible by their lack of a response.  Mine are balanced to match the wing tip trailing edge.
 
If anyone suggests balancing to level is proper, do you use the top, bottom, or chord?
