Tom, I have changed the leading edge tape on my iv-p and did not experience any paint peeling. I can't tell any loss in speed after applying the leading edge tape. Once crossing Texas in a temperature inversion I did encounter about 11/2hrs. of continuous rain. Upon landing I noticed some areas where the paint was stripped down to black carbon. After that experience I applied leading edge tape to the h. stab and verticle stab as well. John Wright iv-p (630hrs)
