The retainers are not needed (and won't fit).
The installation tool is not required as it is for installing the retaining rings that are not needed.
You need a minimum of 20 fasteners IF you use hinge stock between the lower cowl and the firewall and between the lower and upper cowl and use a lip along the top of the upper cowl and firewall. I did not use a hinge between the lower cowl and firewall so I needed 28 fasteners.
I have attached a photo to show the relative location and spacing. The hatch is for access to the ground power jack.
