If 99.99% were good enough we would have a major airline disaster every day. Avionics have to work all the time. They have to be reliable, accurate, fail safe, etc. A friend of mine died because of an avionics failure. So if you want ot be a guinea pig and fly IFR with your $250 EFIS then go right ahead-- no one is stopping you. I just don't think it is a good idea to get too far out on the limb.
