I started out using tape to seal the fuel sender area and finally got a plastic 3/4 pipe plug sealed with RTV. For the fuel caps I just tightened up the O-ring a little and it was leak-tight. Got the tanks they would hold pressure without any detectable leak for several days. As you can see, I was totally unsuccessful in finding any leaks until I tried your method....
