You are right. I should not have said that since I wasn't there and I gave in pretty easily when my own FSDO endangered a $10,000 IFR avionics installation. The FAA required the FSDO to sign off on a 337 form for the shop to complete the installation. They would not do this without the installation of a TSO'd encoder even though mine met TSO specs. They couldn't even explain the difference, but insisted anyway - so I gave in and had one installed. Unfortunately, I believe we all lose when unthinking petty bureaucrats continue to get away with this kind of nonsense - neither you nor I are any safer because of these actions. Anyway, my FSDO guy went away with the mad hatter muttering "off with their heads....off with their heads..."
