Lower limit is the maximum weight Vs (clean stall) at most forward CG with flaps retracted. Upper limit is the maximum structural cruising speed." Let me emphasize that, regardless of the sloppy use of the word "cruising" here, the operant part of the phrase is "structural speed" or Vno. The manual further says Vno requires that you "Do not exceed this speed except in smooth air, and then only with caution." This is the speed at which turbulence, defined by the FAA for certain vertical velocities that occur at certain probabilities, could cause the airplane to exceed its G-load rating. This has NOTHING to to with efficient constant speed operation. Let's try to stop bureaucratic extortion now. Your aicraft was certificated as it was. Wasn't it? I should Talk!
