Wind speeds here are typically 15 to 18 knots in the afternoons (at ground level -- probably higher as you go up), and after coming up short on two or three tries at a circle-to-land emergency drill starting at 2000' AGL, we finally tried starting at 3000' AGL and it came out just fine. I'm sure there's a nice formula hiding in there somewhere, but probably just adding 1000' for winds over 10 knots would work OK. The problem in all of this, of course, is that you have to have enough altitude and glide distance to arrive over an airport in the proper position. Unfortunately, that's not always the way things work out.
